When are tabletop drills acceptable as emergency management drills?
Two emergency management (EM) drills are required each year. Tabletop drills cannot be substituted for either of these two drills. You should attempt to have community involvement in one of those two drills if possible. If not possible, you may hold a tabletop drill with the community, which will suffice for the community involvement component only.
