Storage in Sprinklered Areas

What type of storage is allowable in a sprinklered area? Is storage up to the ceiling permissible, as long as it is not obstructing a sprinkler?

From October 2011 EC News:
The Joint Commission allows storage of materials on perimeter wall shelving up to the ceiling in a sprinklered room (as addressed in the 1999 NFPA 13, Appendix A, Section A.5-6.6) when this shelving, including storage thereon, is not located directly below any sprinklers. Any other room shelving and storage thereon cannot be located above a plane 18 inches below the ceiling sprinkler deflectors.
