E-Sized Cylinders of Oxygen

We have a new building that is an annex to the hospital building where the 4th floor only is an overnight patient care floor and just now going through licensing.  We want to keep 12 e cylinders of oxygen on the floor.  Can you tell me what I have to do to be in compliance?
 
First of all, you may keep as many e-cylinders on that 4th floor as you care to. However, only 12 e-cylinders (approximately 300 cu. ft.) may be left out in the open in a smoke compartment (max. 22,500 sq.ft.) as long as they are properly secured from falling or tipping over. Cylinders on gurneys, wheel chairs, or crash carts are considered “in-use” and do not count towards the 12 e-cylinder total or “out in the open” count. Nor do empty cylinders. Empty cylinders should be removed to a proper location elsewhere in a timely fashion. Anything beyond the 300 cu. ft. must be stored in a room protected per NFPA safety codes. I’m not aware of any signage requirements except within a cylinder storage room/area separating empty and full cylinders.
